Michael RussellPE, Principal
Mike started Russell Engineering, Inc. in 2001 and has over 30 years experience in civil engineering and project management and is a licensed engineer in the state of Colorado and New Mexico. Spending roughly half of his career in the public sector. Read More
He understands public process and tools for successful entitlement. He served as County Engineer for La Plata County, Colorado where he was in charge of all land development engineering reviews and all road and bridge improvement projects, including working with local, tribal and state governmental officials. As a private consultant, he has planned, designed, and reviewed construction on a multitude of projects including residential, tribal, commercial, industrial, and resorts. He also has experience in master planned communities from planning through construction.
William FrownfelterPE, Senior Project Engineer
Bill "Frowny" Frownfelter has served as a Senior Project Manager for the Russell Team for over 10 years, overseeing the day-to-day operations of the firm's growing number of projects and is a licensed engineer in the state of Colorado.
He is a veteran engineer with over 35 years’ experience whose career was largely based in Telluride where he served as the Public Works Director/Town Engineer from 1986-2003. In Telluride he managed the multi-million dollar annual budgets of the water, wastewater, streets, building and transit departments. Early in his career he also worked as a private consultant in Steamboat Springs, CO.
Frowny has extensive experience in general civil engineering design including water, sewer, roads, site drainage, and floodplain management. His expertise also includes grant acquisition and administration, project design, management and close-out. His experience with maintenance management after project completion is invaluable.
Jim HornPE, Senior Project Manager
With 28 years of engineering experience, Jim became part of Russell Planning and Engineering family after working at the Colorado Department of Transportation (CDOT) for 19 years. His job duties evolved from a Project Engineer working on
construction projects, to Off-Systems Engineer developing federally funded local agency projects, and then as Traffic Resident Engineer/Access Manager where he worked with local agencies and private developers on intersection, access and safety projects. Prior to working at CDOT Jim worked at the Colorado Department of Public Health and Environment as District Engineer in water quality.
Nancy LauroAICP, Senior Planner
Nancy joined Russell Planning & Engineering, Inc. (RPE) in 2007 and brings 29 years of experience in land use planning and entitlement. Prior to her employment with RPE, she served as Manager of Current Planning and Community Development Director for La Plata County, Colorado where she supervised all facets of land planning and community development.
With RPE, she has worked on the Bik’eh Hozho Tuba City Main Street Revitalization Master Plan, Moab Comprehensive Plan, Durango Multi-Modal Plan, Jicarilla Apache Housing Plan, served as project manager for entitlement on several large mixed-use projects in Durango and Pagosa Springs, CO, consulted with a rural Colorado County reviewing two controversial solar power plants and served as a speaker at the 2011 Western Planner Conference. Her work experience includes comprehensive planning, meeting facilitation, development agreements, annexations, and all facets of the entitlement process. She specializes in finding common ground and getting projects to approval.
Steve WintersPE, Engineering Manager
Steve has been with Russell Planning & Engineering since 2003 and has 14 years of local engineering experience. His civil engineering experience includes transportation, utility, and drainage design, along with construction inspection,
construction administration, project management, and site planning. During his time with Russell Planning & Engineering, he has worked on both public and private contracts including residential, mixed-use, commercial, recreation facilities, and existing infrastructure rehabilitation projects.
Drew ChandlerPE, Engineering Manager
Drew has over 20 years of civil engineering experience in roadway, utility, structural, and foundation designs in difficult mountain terrain. Prior to his employment with Russell Planning and Engineering, he worked for over 9 years designing
interstate highway bridges and ski lift superstructures. Drew has served as one of our most experienced field engineers, performing quality assurance and complete construction administration services for our federal clients. Drew currently holds professional engineering licenses in Colorado, Utah, and New Mexico.
Paul O'NeilPE, Project Manager
Paul joined the Russell Planning and Engineering team in 2015 and brings with him over 13 years of local engineering experience. Paul received his Bachelor's Degree in Civil Engineering in 2003 from Colorado State University, and moved
back home to Durango the following year. He has a wide range of experience which includes, land development, transportation, traffic, utility, and construction management. In addition he has experience in water and wastewater treatment design and permitting through the CDPHE. In gaining his experience Paul worked with both public and private sector clients for residential, commercial, and governmental projects.
Philip RennhackPE, Project Manager
Philip has 12+ years of engineering experience and has worked with RPE since 2006. He prepares site, grading, drainage, and utility plans for both residential and commercial developments. He also performs construction
administration tasks including contract document preparation, pay request review, and field inspections for various projects. He implemented and manages our cost control and project management system for all the company projects.
Darren StewartPE, Project Manager
Darren has recently returned to Russell Planning and Engineering after 4 years of consulting engineering in the Denver/Boulder area. With over 18 years of total civil engineering experience, Darren has served as the
project manager for numerous successful projects over the last 10 years. His work experience includes K-12 schools, higher education, residential development, resort areas, municipal infrastructure and urban in-fill development.
Working with local agencies, Darren has implemented design solutions for drainage and traffic issues for several high-profile projects. With a wide range of project experience on constrained sites, he provides a creative approach to problem solving that will reduce project costs and satisfy review agencies.
