Project Description: At the junction of CO State Highways 84 and 160, in Pagosa Springs, CO, the 500 acre site is a high visibility commercial/retail location.  Russell developed a Site Analysis Plan designating commercial, mixed-use, single family and a civic/community center.  A development agreement was crafted, vesting development rights for the owners.
